Social Housing: Challenges and Opportunities

On 8th December, National University of Civil Engineering (NUCE) and The University of North Carolina at Chapel Hill co-organized “The First Conference on Social Housing 2016: The Overall Picture of Social Housing – Challenges & Opportunities” and the competition “Design social housing in Hanoi” for students.

Housing for people with low income has always been a major concern of many countries. Strategies for the development of social housing has to face up with many challenges and difficulties, especially in developing countries where financial resources are limited.

NUCE in researching housing in general and housing for low income people in particular has proposed the developing model for social housing in which enterprises and communities have been encouraged to take part in the process of house building.

At the conference, experts from Vietnam National Real Estate Association, Vietnam National Construction Association, The University of North Carolina at Chapel Hill, University of Science, National University of Civil Engineering and Chairman of the Board, Vinaconex R&D presented the key issues.

The presentations include Social housing development – an important measure to implement the social policy and promote the development of real estate market; The need to refine the policy on social housing; How the US has shifted to a public-private model of affordable housing: A historical perspective on US Housing policy; Social housing in Vietnam from the viewpoint of status quality trade off theory; Developing models of social housing in line with the conditions of Vietnam; Innovation in US public housing: a critique of the moving to work demonstration; Affordable housing development under the view point of policies analyses; Developing social housing – Initiative and Start up.

Besides, there was a design competition for architecture students “Design social housing in Hanoi”. The members of the jury consist of experts from NUCE, Immigration Institute under Ministry of Construction, Urban and Architectural Institute, Vinaconex R&D, The University of North Carolina at Chapel Hill. The prizes include 01 First prize, 01 Second prize, 02 Third prizes and 02 Consolation prizes that were given to the groups of students of National University of Civil Engineering, University of Architecture Ho Chi Minh city, Van Lang University. The First prize was given to a group of 2 students of NUCE with the project “Houses for workers 3.5.7”.

In short, the conference and its activities created good chance for students and experts to open eyes and views to foreign experience and thinking.

On 30th September, 2011, Prime Minister Nguyen Tan Dung approved the national housing development strategy to year 2020 and vision to 2030 at Decision No 2127/QD-TTg.

Chiyoda Corp. announced on December 13 that its subsidiary jointly established with an affiliated company of Myanmar’s Construction Ministry will start rental office business in the country.
